The construction of The Inner Loop Highway, in Rochester, N.Y., caused more than 1,300 homes and businesses to be razed. Once encircling the downtown, it is now being slowly removed. As a fellow for the Democrat & Chronicle, I reported on stories about the history of this destructive infrastructure and the affected communities' present and future.
